Oracle Corporation (NYSE: ORCL) shares came under renewed pressure despite announcing a multibillion-dollar U.S. Department of Defense contract. Investors remained focused on the company’s aggressive spending plans and weakening cash flow rather than celebrating the high-profile deal.
The stock closed Friday at $114.99, falling 4.2% during the session and finishing the week down 9%. Although the Pentagon contract initially lifted sentiment before the market opened, the optimism quickly faded as traders assessed its limited financial impact.
Pentagon Deal Adds Prestige
Oracle secured an indefinite-delivery, indefinite-quantity (IDIQ) agreement with the Pentagon, carrying a base value of $3.31 billion and a maximum ceiling of nearly $7 billion over its lifetime.
The contract allows various U.S. defense agencies to purchase Oracle’s cloud services, software, and technical support through individual task orders. However, the ceiling amount does not guarantee Oracle will receive the full value.
Despite attracting headlines, the contract contributes relatively little to Oracle’s overall business. Spread across the initial five-year period, it averages roughly $662 million annually, representing only about 1% of Oracle’s projected fiscal 2026 revenue.
Financing Questions Persist
Investors remain more concerned about Oracle’s funding needs than its latest contract win.The company continues investing heavily to expand its AI and cloud infrastructure business. Those investments have fueled rapid revenue growth but have also placed significant pressure on cash generation.
Oracle’s cloud infrastructure revenue climbed 77% to $18.1 billion during fiscal 2026, while fourth-quarter infrastructure revenue surged 93%, reflecting strong enterprise demand for AI services.
However, those gains came with a price. Oracle reported negative free cash flow of $23.7 billion for fiscal 2026 after spending aggressively on new data centers and AI infrastructure.
The company also expects to raise around $40 billion through debt and equity financing during fiscal 2027, including its previously announced $20 billion at-the-market share program.
Cash Flow Takes Center Stage
The market’s reaction highlighted where investor priorities currently lie.Oracle‘s market value declined by an estimated $14.5 billion in a single trading session, more than twice the maximum value of the Pentagon contract itself.
That comparison reinforced concerns that financing requirements and rising capital expenditures remain the company’s biggest challenges.
Earlier this month, S&P Global Ratings downgraded Oracle’s credit rating to BBB-, the lowest investment-grade level, citing weaker cash flow and elevated business risk. Although the outlook remains stable, the downgrade added to investor caution.
AI Spending Still Under Scrutiny
Oracle’s weakness also reflected broader concerns surrounding AI infrastructure spending across the technology sector.
Alphabet‘s recent earnings renewed investor debate over whether the industry’s enormous AI investments will generate sufficient returns. That uncertainty has weighed on several cloud providers despite continued demand growth.
During Friday’s session, Microsoft traded mostly flat, Amazon slipped slightly, while Alphabet posted modest gains. SAP stood out after reporting stronger-than-expected cloud results.
Investors will now turn their attention to Microsoft’s earnings on July 29 and Amazon’s report on July 30. Their outlooks on cloud demand and AI capital spending could shape expectations for Oracle and the broader cloud computing industry in the months ahead.
