Chainalysis Government Solutions filed a lawsuit against the United States government on July 27, 2026, in the US Court of Federal Claims. The company is challenging a $94.7 million contract that the Immigration and Customs Enforcement agency awarded to blockchain analytics rival TRM Labs.

The contract, numbered 70CMSD26C00000005, was awarded to TRM Labs on July 1, 2026. It runs through June 30, 2027, and supports the Homeland Security Task Force National Coordination Center Cyber Disruption Center.
The award covers forensic software and support services. Required capabilities include cryptocurrency transaction tracing, blockchain analytics, open-source intelligence, asset recovery support, and criminal-network mapping.
ICE used a sole-source procurement process, meaning the contract was not put out for competitive bidding. Agency records classify the award as “not competed,” with only one bid received.
ICE had posted a notice in June saying it intended to obtain services from a single source. Interested companies were given until June 11 to submit capability statements. Chainalysis says it submitted one.
ICE Bypassed Competitive Bidding
Chainalysis has called ICE’s decision “arbitrary, capricious, and unreasonable.” The company argues it was qualified to compete for the work but was passed over without a fair process.
Because Chainalysis’s complaint is under seal, the exact legal arguments are not publicly available. The court granted the seal on July 31 to protect confidential business information and trade secrets.
TRM Labs intervened in the case on July 28, siding with the government. The case is formally titled Chainalysis Government Solutions, LLC v. United States, No. 26-1067C.
Both companies provide blockchain analytics tools used by federal agencies to trace cryptocurrency transactions and investigate financial crime. The contract places them in direct competition for a major law enforcement program.
Accelerated Court Schedule Set
Judge Stephen S. Schwartz ordered an unusually fast briefing schedule. Chainalysis filed its motion for judgment on August 11, though that filing also remains under seal.
The government and TRM Labs must file their cross-motions and responses by August 21. Chainalysis must reply by August 26, with final replies due August 31 and a joint appendix filed by September 1.
Oral arguments are scheduled for September 2 at 10:00 a.m. EDT at the National Courts Building in Washington, D.C.
The government has asked Judge Schwartz to issue a ruling by September 10. No court has yet determined whether ICE’s sole-source award violated federal acquisition rules.
TRM Labs declined to comment. Chainalysis and ICE did not respond to requests for comment.
