Shein officially launched its Hong Kong IPO on Monday, August 24, offering around 280 million Class B shares priced between HK$47.60 and HK$49.50 each. The raise targets up to HK$13.86 billion, or roughly $1.77 billion.
Chinese-founded fast-fashion retailer Shein has launched bookbuilding for its Hong Kong IPO, aiming to raise up to $1.8 billion.
The company is expected to price the IPO by Aug. 31 and begin trading in Hong Kong on Sept. 1.

The offering values the fast-fashion retailer at approximately $27 billion. That is a steep drop from the $98.2 billion valuation Shein reached during a private funding round in 2022.
Shein will set its final offer price on August 31. Trading on the Hong Kong Stock Exchange is scheduled to start September 1.
A Long Road to Listing
The IPO comes after years of failed attempts. Shein originally aimed to list in the United States, but ran into scrutiny over its Chinese supply chain and labor practices. It then tried London, where regulatory and political concerns blocked progress.
Shein filed confidentially for a Hong Kong listing in July 2025 and received approval from China’s securities regulator in July 2026.
Founded in China in 2012, the company moved its headquarters to Singapore in 2021. Its manufacturing base remains heavily connected to China, which has left it exposed to trade policy changes and geopolitical pressures.
Slowing Growth and Rising Costs
Shein’s revenue growth has slowed sharply. It stood at 41.1% in 2023, fell to 20.7% in 2024, and dropped further to 8% in 2025. In the first quarter of 2026, growth came in at just 1.1%.
Full-year 2025 revenue reached around $41.85 billion, while net income fell 38.7% to $2.06 billion. In Q1 2026, Shein posted a $99 million net loss, compared to a $395 million profit in the same period a year earlier.
The U.S. removal of the de minimis exemption, which allowed packages under $800 to enter duty-free, hit the business hard. U.S. revenue fell 14.3% in Q1. New European import charges are adding further pressure.
Shein also flagged a “significantly higher level of duties and taxes” in the U.S., with Chinese-origin products now subject to rates ranging from 10% to 87.5%.
The company has set aside around $80 million to cover ongoing legal and regulatory cases. These include an FTC investigation, an EU Digital Services Act probe, and data privacy cases in France and Ireland.
Investor Backing and Use of Funds
A group of cornerstone investors has committed around $383 million. The backers include Boyu Capital, Tiger Global, General Atlantic, Tencent, Greenwoods, Taikang Life and UBS Asset Management.
Shein plans to use about 80% of IPO proceeds on technology, including AI and data analytics, inventory systems and supply chain upgrades.
The IPO is the largest new share sale in Hong Kong in 2026, surpassing Momenta Global’s $751 million offering in July. Hong Kong listings have raised around $41 billion so far this year, a record pace and more than double the total from the same period in 2025.
Shein still sells to consumers in around 160 countries. The September 1 debut will be a key test for its business model under new trade and regulatory conditions.
