Russia is preparing to approve a cryptocurrency regulation bill that would establish rules for digital asset activity and cross-border payments. The State Duma plans to hold the second and third readings on July 21 before the legislation moves toward implementation. Consequently, the proposal introduces purchase and transfer limits while creating a legal framework for cryptocurrency use across Russia.
Bill introduces legal framework for crypto market
The State Duma scheduled the bill for its final readings after lawmakers completed committee discussions. The proposal, identified as bill No. 1194918-8, focuses on digital currency and digital rights. The legislation outlines legal standards for cryptocurrency transactions and related financial activities in Russia.
The measure sets different limits based on participant classification through authorized intermediaries. Non-qualified market participants could purchase cryptocurrencies worth up to 300,000 rubles each year through one intermediary. Additionally, overseas cryptocurrency transfers would face a yearly limit of 100,000 rubles.
Qualified participants would receive higher transaction thresholds under the proposed framework. They could purchase digital assets worth up to 3 million rubles annually through one intermediary. Likewise, the proposal allows overseas transfers of up to 1 million rubles each year for that category.
New limits target domestic trading and cross-border use
The proposed framework also supports cryptocurrency use in international trade operations involving Russian businesses. Companies importing goods into Russia could use digital assets under the new legal structure. However, the proposal leaves foreign trade participants with almost no operational restrictions.
Lawmakers expect the main provisions to take effect on Sept. 1 if the bill becomes law. Therefore, businesses and market participants would gain a formal regulatory structure for cryptocurrency activities. The framework also defines conditions for domestic trading and cross-border settlements.
The legislation follows Russia’s broader effort to regulate digital assets instead of leaving the sector without clear rules. Authorities have gradually expanded cryptocurrency policies while maintaining restrictions on domestic payment use. Lawmakers continue separating investment activity from payment functions within the national financial system.
