Around 45 data center developments worth $68 billion were blocked or delayed between April and June, according to research group Data Center Watch.
The projects represented more than half of the new large-scale developments the group began tracking during the quarter.
The first three months of 2026 saw an even larger number of projects facing opposition, with 75 developments worth roughly $130 billion affected.
AI Data Center Opposition Spreads Across US
Local groups are increasingly calling for construction freezes, planning restrictions and greater oversight of data center projects.
Data Center Watch said opposition groups are now active in 49 states, with Hawaii the only exception.
The concerns vary by location but often involve electricity demand, water consumption, noise and the amount of land required by large computing campuses.
A recent Economist and YouGov poll cited by NPR found about two-thirds of Americans opposed new data center construction in their own communities.
The opposition crosses traditional political lines, with residents from different parties joining local campaigns.
Recent reporting from Reuters has also documented local resistance in Silicon Valley, where residents and environmental groups have called for greater scrutiny of power use, water demand and pollution from new facilities.
Some state and local governments have responded with new restrictions or temporary freezes on development.
Around 30 state legislatures have introduced or adopted measures covering issues including data center locations, electricity and water use, according to Data Center Watch.
Big Tech Needs More AI Computing Capacity
Technology companies continue to argue that more computing infrastructure is needed to support growing demand for artificial intelligence.
Amazon, Meta Platforms, Microsoft and Alphabet are among the largest investors in new data centers.
President Donald Trump has also supported further data center development and has argued that slowing U.S. AI expansion could benefit China. Opposition to new facilities, however, has emerged among voters from both major parties.
Data centers can also provide large financial benefits to local governments.
In Loudoun County, Virginia, the facilities generated about $1.2 billion in property tax revenue during fiscal 2026, representing roughly 39% of the county budget.
County officials say data center revenue has helped reduce property and vehicle tax rates.
However, some residents have raised concerns about noise, natural-gas turbines, electricity demand and the use of nondisclosure agreements during project negotiations.
One study cited by NPR found NDAs had been signed in 25 of 31 Virginia localities with an existing, approved or proposed data center.
The backlash is also spreading beyond the United States, with Data Center Watch reporting local campaigns in Europe, Australia and South Africa.
