Japan is moving toward a blockchain-based settlement system for stocks and government bonds, according to a report from the Nikkei newspaper published on August 26.

The plan involves creating payment infrastructure that could process transactions around the clock, replacing a system that currently runs on multi-day delays.
Study Group to Launch This Summer
The Financial Services Agency, the Ministry of Finance, the Bank of Japan, and several financial institutions are expected to establish a study group during summer 2026.
The group will look at the blockchain architecture to be used, how responsibilities will be divided among public and private participants, and a road map for putting the system in place.
A development plan is expected to be ready around early 2027. None of the three government institutions had published a formal announcement confirming the study group as of Wednesday.
Currently, cash settlement for Japanese stock trades occurs two business days after a trade is executed. Government bond transactions settle the following business day.
A blockchain-based system would bring the securities transfer and cash payment closer together, allowing investors to access proceeds faster and reinvest them almost immediately.
The infrastructure could also extend to international remittances, the report said.
Bank of Japan Already Testing Blockchain
Japan is not starting from zero. Bank of Japan Governor Kazuo Ueda said in March that the central bank was already testing settlements using commercial bank deposits on a blockchain.
BOJ Executive Director Kazushige Kamiyama later described the work as an examination of tokenized central bank deposits, sometimes called wholesale central bank digital currency. The design could allow securities and cash to move at the same time.
This work is separate from Japan’s retail digital yen pilot, which remains in a research phase with no decision made on whether to issue one.
Private Sector Already Active
Japan’s private sector has not waited for the government. Progmat recently moved over 452 billion yen in tokenized securities to a dedicated blockchain network built on Avalanche.
SBI Holdings and Startale are building a separate blockchain called Strium for round-the-clock tokenized securities trading. A public test network is planned for 2026.
Japan’s three largest banks are also preparing a shared yen stablecoin framework, targeting live transactions by March 2027.
The government proposal is broader than these private efforts. It would cover mainstream Japanese stocks, government debt, and central bank money.
If formally approved, the system could be operational in the early 2030s. Until an official announcement names the participating institutions and confirms the study group’s mandate, the timeline remains a reported target, not an approved government deadline.
