Neither Moscow nor Kyiv confirmed a deal right away. Russia did not comment on the announcement.
Ukrainian President Volodymyr Zelenskiy said the news surprised him. He told Axios, “If Russians agree to an energy ceasefire, Ukraine will agree.”
Pressure Over Russian Refineries
The announcement followed days of pressure from Trump on Ukraine to stop attacking Russian oil refineries. He blames those strikes for higher diesel prices in the United States.
Rising fuel prices have become a political problem for Trump’s Republican Party. Midterm elections are next month.
Zelenskiy said the war in the Middle East is a bigger factor in energy prices. Global diesel prices rose after the Iran war began in February.
On Saturday, Trump warned Zelenskiy that he “better damn well stop” hitting the refineries. He also urged Ukrainians to replace their leader at new elections.
A person familiar with the matter said the US threatened to cut intelligence sharing and weapons procurement. The Financial Times first reported the threats.
Zelenskiy has said he will stop hitting refineries only if Vladimir Putin halts Russian strikes on Ukrainian power sites. He spoke with NATO’s Mark Rutte, Canada’s Mark Carney and Finland’s Alexander Stubb about the situation.
Diesel Deal and Election Call
On Friday, Trump announced a deal for Russia to supply more than 300,000 metric tons of diesel to US and global markets. That equals about 2.25 million barrels.
The US exports about 1.5 million barrels of diesel per day. Senator Thom Tillis, a North Carolina Republican, said the deal may be illegal.
Zelenskiy said Ukraine would hold elections if Putin agreed to a 60-day ceasefire. Ukrainian law bans elections under martial law.
Trump made a similar ceasefire announcement in mid-September. Neither side confirmed it, and both kept attacking energy sites.
Zelenskiy said Russian forces struck a heating and power plant in Kharkiv after Trump’s announcement. A Ukrainian official confirmed the attack.
Ukrainian officials said Russian attacks killed three people in Kharkiv and three in Ivano-Frankivsk on Sunday. Moldova reported Russian drones landing about 35 km from its capital, Chisinau.
