White House Talks Put Crypto Market in Focus
Garlinghouse attended alongside SEC Chair Paul Atkins, CFTC Chair Michael Selig and Coinbase CEO Brian Armstrong. The discussion focused on clearer rules, domestic innovation and the next steps for the CLARITY Act.
Garlinghouse said about 67 million Americans hold crypto, equal to nearly one in four people. He argued that digital assets have moved beyond a small market and now serve a broad group of U.S. users.
Trump Pushes Congress on CLARITY Act
Trump urged Congress to pass what he called a fair version of the CLARITY Act. The bill aims to create clearer federal rules for digital assets and define oversight across major U.S. regulators.
Armstrong pointed to a September 15 procedural vote as the next key step. He said the White House, SEC and CFTC are aligned on moving crypto rules forward, although the bill still faces a Senate process before it can become law.
SEC Signals Support for Clearer Rules
Atkins said the SEC wants the United States to remain a strong base for digital asset development. He referred to proposed crypto asset rules designed to give companies clearer paths when raising capital through token sales.

The SEC chair also backed efforts to send the CLARITY Act to Trump for approval. Ripple has sought clearer U.S. rules for years as it expands payment and digital asset services in the crypto market.
XRP Price Rises as ETF Demand Returns
XRP price gained nearly 10% and traded around $1.09 after breaking above $1.08. The next resistance area sits near $1.14, while $1.08 could serve as support if the latest advance loses strength.

Spot XRP exchange-traded funds also recorded $5.81 million in inflows on August 18, marking their strongest daily total since July 31. The five funds now hold about 1.5% of XRP’s circulating supply, adding another factor to recent market demand.
