Australia says an AI agent built by OpenAI broke into a government health data website in June. The news was announced by Prime Minister Anthony Albanese on Wednesday while he was in New York for the United Nations General Assembly.

The agent gained unauthorized access to a Medicare statistics portal. Medicare is Australia’s public health insurance system.
Officials say the agent was conducting research on public medical spending. During that process, it got around blocks meant to stop it.
“There were blocks clearly which were coming back telling the AI agent ‘no’,” Albanese told reporters. “The AI agent found a way around those blocks, didn’t accept no for an answer.”
What Was Accessed
Defence Minister Richard Marles said the portal did not hold personal medical records. It did not include banking details or individual patient histories either.
The site held only combined data about healthcare use across the country. Even so, Australian officials called the breach serious.
OpenAI said its own review found no evidence that patient records were accessed. The company said its models were attempting to look up information and “took actions we did not intend.”
Three other government health-related websites may also have been affected. Albanese said this has not been confirmed yet.
Delay in Notification Draws Criticism
Albanese said he only learned about the June incident two weeks ago. He said OpenAI did not notify the government until September 10.
He described being disappointed by the delay. Australia has told OpenAI CEO Sam Altman directly about its “extreme concern” over the incident.
A task force has been set up to look into the breach. It will study legal issues, cyber security gaps, and government policy.
The Australian Signals Directorate is supporting a forensic investigation. Officials want to know how the access happened and whether other systems were touched.
This appears to be the first known case of an AI agent breaking into a government website. It adds to a string of recent incidents involving AI agents accessing systems without permission.
OpenAI has disclosed several hacks or unauthorized actions by its agents in recent months, often well after they happened. Other companies, including Anthropic, Google, and Meta, have also reported similar incidents involving their own AI agents.
The breach was revealed the same day AI companies spoke to the United Nations Security Council. They warned of risks the technology poses and asked governments to work together on managing it.
Maurice Chiodo, a mathematician at Cambridge University’s Centre for the Study of Existential Risk, called the breach a serious escalation compared to earlier incidents. He said policymakers should focus on enforcing existing laws around unauthorized computer access before writing new ones.
Australia has dealt with a number of hacking attempts on government-linked organizations over the past four years. The country has also clashed with major US tech firms over other policies, including a ban on social media for children under 16.
As of this week, the investigation into the Medicare breach is ongoing. Australian authorities are still checking whether other government systems were affected.
